Cllr. Oisín Quinn to propose that Cllrs be involved in setting efficiency targets for City Manager

The City Council is experiencing a major deterioration in its revenue. The Government's contribution to the City's finances was reduced last year. The economic downturn is also affecting income from rates, rents and services. The collapse in construction and development has hit income from development contributions. "More so than ever, Dubliners and businesses need our services" said Cllr. Quinn. "Housing, libraries, parks & playgrounds, bin collections, anti-litter and graffit measures are vital services for the City. If we are to protect our ability to provide these services we must ensure that the City Manager and his team get the most from the resources available to them."
"That is why I have tabled a motion for the next Council meeting on the 6th July calling for a new approach to setting performance targets for the City Manager & his team. The cosy group of civil servants and City & County Managers that make up the Board of the Local Government Management Services Board is no longer sufficient to monitor the performance of local authorities. The public needs an input and we need real-time data and proper targets that measure outputs".
Cllr. Quinn's motion reads:
This Council calls on the Manager to agree to allow elected Cllrs to have a full role in setting performance targets for the Manager and his Executive team and to agree to a transparent, current & clear system of executive targets and key performance indicators; and, noting that the Local Government Management Services Board is made up of representatives from the Dept of Environment & Local Goverement and from City/County Managers and their staff & that their last report relates to 2007- this Council resolves to ensure that the Manager introduces a more uptodate, clear and transparent system of measuring executive performance to ensure the best delivery of the vital services provided by the Council to Dublin.
"I am confident that this motion will win the support of the Council. We will then need to sit down with the Manager and work on a new, transparent system. I believe that this will improve the quality of our services and improve efficiency at local government level", added Cllr. Quinn.
