14TH OCTOBER 2013-RECOMMENDATION FROM HOUSING STRATEGIC POLICY COMMITTEE IN RELATION TO A SMALL CO-OPERATIVE HOUSING SCHEME

The Housing Strategic Policy Committee at its meeting held on 17th June 2013

recommended the following matter to the Council:

“That the Council sponsor a small co-operative housing scheme whereby

qualifying housing applicants, in conjunction with the Council, would build their

own homes and that the Council would identify land within its ownership for such

a scheme.”

Report:

The Council as Housing Authority and approver of funding streams such as the

Capital Assistance Scheme (CAS) and Capital Advance and Lease Fund (CALF)

cannot act as sponsor or partner for any proposed co-operative housing

development.

There is currently no funding stream or arrangement in place for the Council to

financially assist the proposal.

However, the Housing Department will support any such proposal and will

consider any application from a group/co-operative/approved housing body for a

site for the construction of housing for qualified housing applicants. However, it

will be necessary for the interested qualified housing applicants to form a cooperative

or housing body before the Council will consider disposal of a site or

lands.

It will be the responsibility of the co-operative to source and obtain the necessary

funding/financing, and also to obtain the required planning permission and

building control/fire safety certificates.
