That this Council agrees that the Manager would identify a suitable Council infill site

for the purpose of building a small co-operative housing scheme and would help and

oversee the building of these dwellings. Also that the Manager report on the

proposal.

Report:

The Council as Housing Authority and approver of funding streams such as the

Capital Assistance Scheme (CAS) and Capital Advance and Lease Fund (CALF) cannot

act as sponsor or partner for any proposed co-operative housing development.

There is currently no funding stream or arrangement in place for the Council to

financially assist the proposal.

However, the Housing Department will support any such proposal and will consider

any application from a group/co-operative/approved housing body for a site for the

construction of housing for qualified housing applicants. However, it will be necessary

for the interested qualified housing applicants to form a co-operative or housing body

before the Council will consider disposal of a site or lands.

It will be the responsibility of the co-operative to source and obtain the necessary

funding/financing, and also to obtain the required planning permission and building

control/fire safety certificates
